The New and Renewable Energy Department, Haryana, on August 13, 2026, issued a public notice inviting comments and suggestions on the Draft Haryana Compressed Biogas (CBG) Policy, 2026. The draft aims to establish a CBG ecosystem in Haryana by converting agricultural residues, animal dung, municipal solid waste, agro-industrial by-products and other biomass into clean energy, while supporting waste-to-wealth, circular economy, rural employment and energy security objectives.
The proposed policy seeks to make Haryana a leading CBG-producing State and promote private investment in economically viable CBG projects. It proposes to encourage CBG as a renewable and indigenous alternative to fossil fuels for industrial, transport and domestic use, including utilisation of agricultural biomass, urban solid waste and livestock waste. The policy also provides that CBG supplied under the framework must comply with BIS IS 16087:2016, including requirements relating to methane content, carbon dioxide, oxygen, sulphur, moisture, particulate matter, absence of liquids and appropriate odourisation.
The draft policy is presently under consultation and is not yet final. General public, project developers, stakeholders, industrial associations and other concerned organisations may submit clause-wise comments/suggestions from publication of the notice to HAREDA at [email protected], using the prescribed format. The period for submission of comments/suggestions on the Draft Haryana Compressed Biogas (CBG) Policy, 2026 has been extended up to August 27, 2026. The policy also indicates that necessary amendments to relevant policies, rules, regulations, schemes and programmes will be undertaken by the concerned departments to implement the policy.
